Individuals wishing to report a concern or an alleged rule violation is encouraged to utilize one of the three reporting options below. These forms have the ability to be filed anonymously. Please note that an anonymous report may limit USEF's ability to fully pursue the matter.

Each report of an alleged rule violation received by the Regulation Department is subject to a four-step process.
USEF Rule Violation Report
Any individual may report misconduct or allegations of a rule violation to USEF. You are encouraged to report the details on this USEF Rule Violation Report Form.

Equine Abuse Report
If you have witnessed an act that jeopardizes the safety and welfare of an equine you should report the abuse on this USEF Eyewitness Equine Abuse Report Form.
For important information regarding the revised General Rule 838 (effective December 1, 2024), please reference GR838 - Unethical Treatment of the Horse Implementation Guide.
USEF takes allegations of cruelty, abuse and neglect seriously and has no tolerance for this type of behavior at our Licensed Competitions. We encourage all participants to use their best judgment and do everything possible to ensure the safety and welfare of their horses is a top priority.

Report Equine Abuse to Authorities
The Bylaws and Rules of the United States Equestrian Federation enable the Hearing Committee to grant reciprocity for equine cruelty, abuse, or neglect when disciplinary action has been taken against a person by an administrative agency; arbitration or other tribunal body; humane society; or court of law, whether civil, criminal, arbitral or administrative. We encourage you to report known or witnessed abuse to local law enforcement or The Humane Society of the United States.

USEF Safe Sport Incident Report
USEF handles all reports of non-sexual misconduct, including harassment, hazing, bullying, physical, or emotional misconduct or a violation of the Minor Athlete Abuse Prevention Policies. Non-sexual misconduct may be reported to USEF by submitting this USEF Safe Sport Incident Report Form.

Report Sexual Misconduct to the U.S. Center for SafeSport
Make a report electronically to the U.S. Center for SafeSport or call 833-5US-SAFE, if you have a reasonable suspicion of sexual misconduct such as child sex abuse, non-consensual sexual conduct, sexual harassment, or intimate relationships involving an imbalance of power.
Report Sexual Misconduct to Local Authorities
Contact your local authorities if you have a reasonable suspicion that child sexual abuse or neglect has occurred. All reports of child abuse or sexual assault of a minor must be reported to local authorities and the U.S. Center for SafeSport. Reports of abuse not involving a minor should also be reported to local authorities.
